last night my s4 is updated with some 128mb update and now it's keep restarting in a loop and device status show your device is modified can't update ??????????????????

That's very odd. What is the Build Number?
I'd suggest you try reinstall the update with Samsung Kies, a hard reset or take it in and explain the issue to them.

Boot into Recovery and Wipe Cache Partition.
Turn off your S4, then hold down the Power Button, Volume Up button and Home button at the same time, hold them down until you seethe Galaxy S4 screen then let go. Use the volume buttons to navigate up and down, and power button to select.
