Here in Dominican republic Claro (the provider) use the same 3G as in the U.S.
Compatible phones here are:

-S.E. K850
-Nokia 6120 Classic

Both supports videoconference and 3G modem.
Videoconference here is around US$0.40cents per minute
and 3G Data plans are like US$25 for a 1GB plan, US$35 for a 10GB plan and
US$60 for unlimited data using 3G/EDGE.

Also Motorola V3XX and the Treo 750W but they only work as a 3G modem or 3G for data, not videoconference service.

I also use my K850i on ATT 3G network everything works really good. Excellent service everywhere I go, only problem that I hate is not having their service called the "Cellular Video" so I can watch the TV clips. I hope they will let me access this soon when the R3 firmware comes out since I heard rumours that they will release the K850a version here.

Thats not fast. At least not normally. Looks more like UMTS speeds.
HSDPA speeds on the K850i - depending network configuration & lack of congestion you should be seeing 2'000+kbps Down/400+kbps UP.

Not in North/South America no. You're limited to GPRS because the bands we use here are VERY different in what you have in the P1i and most other SE phones (exceptions are K850i, W900, W760i - these will get 3G/HSDPA model specific in the Americas).
