Yes I think it would be the same design... Can't change the design within just half year...

I think the implication is that if Sony wanted to go in a new design direction after the XZ2 launch, there isn't enough time for that to happen before the XZ3 comes around. That devices design would have already been decided.
Now if the XZ3 was always meant to be a big departure from the XZ2 then we should see something unique at IFA. If it was just meant to be an XZ2 with the XZ2P camera slapped on the back then that's what we'll wind up getting.

I think with this new UI, Sony phones in the future will not be similar to Vanilla Android anymore, just because of that AnySurface UI. I hope the UI will look very good, without compromising speed and lightness of today's UI.

It was from stock Oreo. It is one of the parts of AnySurface UI elements. That kind of animation also comes when the battery is below 15%, failed fingerprint enrolling attempt, and maybe something else that I don't get to see it yet.
