It depends on what kind of contract you have with your operator. If you have a GPRS-account they will charge you for the amout of data (in Kb or Mb). So with GPRS you will not pay for minutes and seconds you are connected. If you got a regular GSM-account you will have to pay for the time you are connected to the net, just like a phonecall. This is different from operator to operator, so you'll have to check your own to know how they will charge you for the service.

it all depends on your contract agreement, sometimes wap calls are inclusive, but sometimes they arent.

There are two ways to connect, wap and GPRS. Again its dependant on your network/contract agreement, as to wheter GPRS is available to you.
YOur safest bet is to ring your provider and ask them.

MixiN is right, it all depends on your operator, here in the Philippines with Globe as my operator, Wap over GPRS is $0.06 per minute, about 3 peso in our country. GPRS is still free here. Just call your operator information center.

Anything that has to do with GPRS is still FREE (GLOBE and SMART). Therefore, WAP over GPRS is free. Where did you get that $.06 charge there?
