alot of them are tied to contracts, yes. but, there are still many many ways to buy unlocked phones over here. however, they are almost ALWAYS more expensive. i could buy a locked phone in UK, unlock it, ship it and get a cable for it cheaper than i could buy the unlocked phone here. haha.
